		<description>I think the uncertainty over eligibility has a lot to do with stalled EMR adoption.  Because the dollars are available, no one wants to buy a new system now unless the system will qualify for the incentives.

But I think some of the old bugaboos are still there as well.  Questionable ROI (even with reimbursements), privacy concerns, practice disruption, and fears related to training, &quot;hidden&quot; costs and maintenance over time.</description>
